Background

The Global Survivors Fund (GSF) was founded in 2019 by Dr Denis Mukwege and Nadia Murad. GSF works to enhance access to reparations for survivors of conflict-related sexual violence worldwide. Its approach combines interim reparative measures with advocacy and technical support to public institutions and civil society. Survivor participation guides this work, so that reparations reflect the harm experienced, survivors’ priorities and their understanding of recovery and justice.

GSF’s Syria programme combines work with national institutions, civil society partners and survivor groups across several locations. Activities include policy discussions and expert exchanges, support to Collective Recovery and Reparation Centres, partner programmes and health access initiatives. Reliable logistics and administration enable these activities to take place safely and efficiently. Operational arrangements must account for accessibility, participant privacy and the practical needs of survivors, while maintaining clear records and following GSF procedures.

Consultancy summary

The Logistics and Administration role provides shared operational support across the Syria programme, reporting to the Country Representative. The role works with both Programme Managers, regional teams and relevant finance and procurement colleagues to coordinate practical arrangements and maintain consistent administrative systems.

Consultant’s responsibilities

Programme logistics and events

  • Coordinate logistical support for meetings, workshops, survivor activities, working groups and field visits, ensuring arrangements meet programme needs and agreed standards;

  • Support accessible venues and appropriate arrangements for participants, interpretation, materials and other services, with attention to dignity, privacy and inclusion;

  • Maintain coordinated activity schedules and communicate logistical constraints or changes promptly to the responsible teams.

Travel and mission coordination

  • Coordinate transport, accommodation and travel arrangements for staff, consultants, visitors and programme participants as approved;

  • Support mission documentation and practical arrangements, including required travel information and administrative follow-up with relevant colleagues;

  • Liaise with programme and security focal points on agreed movement arrangements, access considerations and changes affecting field activities.

Procurement and supplier management

  • Support procurement planning and documentation, including sourcing appropriate suppliers and organising quotations in line with GSF procedures;

  • Coordinate supplier communication and delivery follow-up, and support confirmation that goods and services meet agreed requirements;

  • Maintain complete procurement and supplier records and raise concerns about quality, value, delays or conflicts of interest through the appropriate channels.

Office administration and asset management

  • Coordinate routine office services, supplies, equipment and maintenance requirements across the team;

  • Maintain accurate inventories and records of equipment allocation, use and return, and support timely follow-up of loss, damage or repair needs;

  • Maintain orderly administrative files and support staff onboarding, consultant arrangements and other routine documentation with the relevant GSF colleagues.

Financial documentation and operational accountability

  • Prepare and organise supporting documents for payments, reimbursements and activity expenses, working with finance colleagues on completeness and follow-up;

  • Monitor outstanding administrative actions and commitments, and support accurate records of approved costs without assuming financial approval authority;

  • Protect personal and confidential information, follow safeguarding procedures and contribute to improvements in administrative processes and service quality.

 

Consultancy requirements

Education and experience

  • Relevant diploma or degree in administration, logistics, business management or a related field, or equivalent practical experience;

  • At least three years of relevant logistics or administrative experience, preferably with a civil society, humanitarian or development organization;

  • Experience organising events and travel, working with suppliers and maintaining procurement, expense or inventory records.

Technical and professional competencies

  • Good understanding of procurement documentation, administrative controls and the need for clear approvals and complete records;

  • Confident use of Microsoft Office, especially Word and Excel, and shared digital filing systems;

  • Strong organisation, attention to detail and problem-solving skills, with the ability to manage several requests and deadlines reliably.

Languages and working approach

  • Strong spoken and written Arabic and working English for communication and documentation;

  • Discretion, a service-oriented approach and sensitivity to the needs and privacy of survivors and other participants;

  • Ability to work collaboratively across teams, respond to changing operational needs and travel within Syria as required.
