Background

The Global Survivors Fund (GSF) was founded in 2019 by Dr Denis Mukwege and Nadia Murad. GSF works to enhance access to reparations for survivors of conflict-related sexual violence worldwide. Its approach combines interim reparative measures with advocacy and technical support to public institutions and civil society. Survivor participation guides this work, so that reparations reflect the harm experienced, survivors’ priorities and their understanding of recovery and justice.

GSF’s Syria programme links survivor participation and reparations policy with centre-based activities, civil society partnerships and access to recovery services. These areas require a shared approach to understanding progress and how programmes affect survivors’ lives. Monitoring, evaluation and learning (MEL) supports accountability and adaptation across both programme portfolios. It also helps bring evidence from regional implementation into discussions with partners and national institutions, while protecting sensitive information and avoiding unnecessary demands on survivors.

Consultancy summary

The MEL Coordinator leads the development and use of the country MEL approach, reporting directly to the Country Representative. The role supports both Programme Managers, regional coordinators, technical experts and partners to collect reliable evidence, understand outcomes and apply learning. It works across all programmes and supports meaningful survivor feedback.

Consultant’s responsibilities

MEL design and programme planning

Develop and maintain a shared MEL framework aligned with programme objectives, including clear indicators, outcome questions and responsibilities for evidence collection;

Support programme and partner planning with appropriate baselines, targets and monitoring approaches, reflecting the different stages and types of programme work;

Ensure MEL approaches capture both implementation progress and changes in access, recovery, participation and institutional practice where relevant.

Monitoring systems and data quality

• Develop proportionate tools and information systems that meet programme needs and can be used consistently by staff and partners;

• Oversee data quality review and consolidation, address gaps or inconsistencies with responsible teams and maintain clear definitions and supporting documentation;

• Support appropriate disaggregation and analysis while reducing duplication, limiting unnecessary data collection and maintaining secure records.

Survivor feedback and participatory learning

• Support accessible and voluntary feedback processes that enable survivors to influence programme design, implementation and review;

• Advise teams on suitable participatory approaches and ethical evidence collection, including informed consent and ways to avoid unnecessary disclosure of traumatic experiences;

• Work with programme leads to close feedback loops and communicate how survivor input has informed decisions. Refer safeguarding concerns through designated channels.

Evaluation analysis and reporting

• Coordinate assessments, reviews and evaluations, contributing appropriate questions, methods and quality oversight with relevant colleagues or external specialists;

• Analyse quantitative and qualitative findings and produce clear evidence summaries, identifying limitations and avoiding claims that exceed the available information;

• Support accurate programme reporting and communication of results, using anonymised or aggregate information where appropriate.

Partner capacity and use of learning

• Strengthen staff and partner capacity through practical guidance, coaching and support on monitoring tools, analysis and reporting.

• Facilitate reflection across programme teams and partners, document lessons and follow up agreed changes to programme approaches.

• Support Programme Managers to translate evidence into institutional learning with the Commission, relevant ministries and other partners, while protecting survivor confidentiality.

Consultancy requirements

Education and experience

• University degree in social sciences, statistics, development studies, public health or a related field, or equivalent relevant professional experience;

• At least five years of relevant monitoring, evaluation, research or learning experience in humanitarian, development, human rights or related programmes;

• Experience supporting multiple projects or partners and developing MEL frameworks, indicators and data collection tools.

Technical and professional competencies

• Strong quantitative and qualitative research and analysis skills, including practical experience with surveys, interviews or participatory approaches;

• Confident use of Excel and appropriate data collection and analysis tools, with an understanding of data quality and secure information management;

• Ability to interpret findings, explain evidence limitations and prepare clear reports or presentations for different audiences;

• Experience facilitating learning and strengthening partner capacity. Familiarity with survivor-centred, protection or reparations programming is an asset.

Languages and working approach

• Strong written and spoken Arabic and English, with clear communication and facilitation skills;

• Sound judgement on confidentiality, consent and ethical research, and a commitment to inclusive participation and safeguarding;

• Ability to work independently and collaboratively, organise competing priorities and travel to programme and partner locations in Syria.
