Background

The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Our mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities, and advocates for duty bearers as well as the international community to develop reparations programmes. We also guide states and civil society by providing expertise and technical support for designing reparations programmes. Our survivor-centric approach is the cornerstone of our work.

 

Role Summary 

The Monitoring, Evaluation and Learning (MEL) Officer will play a key role in supporting GSF's growing portfolio of reparative measures projects, ensuring that evidence, learning, and accountability remain at the centre of our work with survivors of conflict-related sexual violence. Working as part of the MEL team, the MEL Officer will support the delivery of MEL priorities and outputs at both country and organisational levels. This includes supporting monitoring activities, learning and reflection processes, contributing to reporting requirements, and implementing GSF's evaluation methodologies. A key focus of this role will be the design, coordination, and implementation of qualitative research approaches to generate evidence on the results of reparative measures projects. The ideal candidate will bring a strong commitment to conducting MEL processes in ways that are survivor-centred and culturally responsive.

 

Position Responsibilities

Country- and Global-Level Monitoring

  • Support the implementation of monitoring activities for assigned reparative measures projects liaising with the country coordinators;

  • Report against GSF's Key Performance Indicators (KPIs) and other indicators in collaboration with country coordinators;

  • Assist GSF’s routine reporting processes, ensuring the availability of accurate and timely indicator data.

 

Evaluation and Evidence Generation

  • Supervise, coordinate, and adapt project mixed method impact evaluations with survivors, in collaboration with country coordinators and partner organisations;

  • Oversee data collection activities using applications such as Kobo Toolbox, ensuring quality, consistency, ethical compliance, and adherence to survivor-centred principles;

  • Generate evidence on the effectiveness and impact of reparative measures projects through rigorous quantitative and qualitative data analysis and interpretation, using tools such as Excel, Stata, Power BI and NVivo;

  • Write and/or contribute to evaluation reports and presentations for internal and external audiences.

 

Learning and Adaptive Programming

  • Support the facilitation of end-of-phase reviews, lessons learned workshops, and other reflection processes with project teams, partner organisations and other stakeholders. Identify key findings, trends, lessons, and emerging best practices across projects;

  • Promote the use of evidence and learning to inform project adaptation, strategic decision-making, and continuous improvement;

  • Draft learning notes, and design and adapt the relevant tools drawing on lessons learned from the MEL implementation.

 

MEL Systems

  • Contribute to the development and refinement of theories of change and logical frameworks, identifying pathways to impact, assumptions, risks, and opportunities for adaptive programming;

  • Train partner organisations, consultants, and country teams on MEL methodologies, data collection protocols, and evaluation processes, both remotely and in-country.

 

Cross-Functional Collaboration and Representation

  • Provide in-country support for MEL activities, including international travel as required;

  • Actively participate in MEL and project team meetings, and broader organisational discussions and planning processes.

Other Responsibilities

  • Carry out any other MEL-related duties and responsibilities, as agreed with the reporting manager (MEL Lead), to support the effective functioning of project teamsand the wider organisation;

  • Represent the MEL function in internal and external discussions as appropriate.

Position Requirements

Education and Experience

  • Advanced university degree (Masters-level) in Social Sciences, Education, Development Studies, or a related field; 

  • At least 5 years’ professional experience in monitoring, evaluation, research and/or learning roles;

  • Experience designing and conducting research with survivors of conflict-related sexual violence and children is an asset. 

 

Other Requirements

  •  Demonstrated commitment to ethical research practices, safeguarding principles, confidentiality, and the protection of survivors participating in MEL activities;

  • Experience contributing to the design and refinement of MEL frameworks, tools, and indicator matrices;

  • Excellent writing and reporting skills, including authorship or significant contribution to evaluation reports, research outputs, learning products, or academic publications;

  • Excellent communication skills, with the ability to work effectively with diverse stakeholders, including civil society organisations;

  • Fluency in English is required. Fluency in French, Spanish and/or Arabic is an asset; 

  • Ability to work independently while maintaining close coordination with remote teams; 

  • Ability and willingness to travel internationally as required (estimated 20%);

  • Previous experience in working on sexual health and reproductive rights, gender-based violence, and/or working with survivors of conflict-related sexual violence in diverse, including humanitarian settings;

  • Experience evaluating education-focused programmes;

  • Experience conducting evaluations involving children;

  • Knowledge of reparations processes and survivor-centred approaches.
