Background

The Global Survivors Fund (GSF) was founded in 2019 by Dr Denis Mukwege and Nadia Murad. GSF works to enhance access to reparations for survivors of conflict-related sexual violence worldwide. Its approach combines interim reparative measures with advocacy and technical support to public institutions and civil society. Survivor participation guides this work, so that reparations reflect the harm experienced, survivors’ priorities and their understanding of recovery and justice.

In Syria, GSF works with the National Commission for Transitional Justice, survivor groups and civil society to support the development of reparations policies and programmes. This includes survivor co-creation and policy discussions, technical exchanges, and support to Collective Recovery and Reparation Centres. GSF also facilitates the Asset Recovery for Justice Working Group to advance national and international efforts to use recovered assets for reparations. The programme connects regional experience with national policy development and promotes survivors’ meaningful participation throughout.

Consultancy summary

The Programme Manager leads the Reparation Policy and Programmes portfolio under the Country Representative’s direction. The role manages cooperation with the Commission, supervises regional coordinators and oversees centre support and working group facilitation. It works closely with the Programme Manager – Survivor Recovery and shared support colleagues to connect policy development, programme delivery and learning.

Consultant’s responsibilities

Programme leadership and team management

• Oversee portfolio planning and implementation, translating agreed country priorities into coordinated workplans and reviewing progress, quality and risks;

• Supervise the area coordinators in Rif Damascus, Homs and Aleppo, providing clear direction, regular feedback and support for professional development and wellbeing;

• Oversee portfolio budgets and resource use with relevant colleagues, maintain appropriate documentation and report significant decisions or concerns to the Country Representative.

Commission cooperation and reparations policy

• Maintain effective coordination with the Commission and relevant ministries on agreed policy priorities, technical assistance and programme development;

• Contribute to technical work on issues such as a victims registry and forms of reparations, ensuring survivor priorities and relevant expertise inform discussions and recommendations;

• Coordinate expert contributions and learning exchanges, support preparation of policy materials and follow through on agreed institutional actions.

Centre support and survivor participation

• Oversee GSF’s contribution to the development and programming of Collective Recovery and Reparation Centres, in coordination with Commission focal points and centre teams;

• Support safe and inclusive survivor co-creation, community engagement and feedback processes, and ensure regional perspectives influence programme decisions and national discussions;

• Guide regional coordinators in responding to implementation needs and connecting centre activities with recovery services, while respecting the Commission’s responsibility for centre management.

Asset Recovery for Justice Working Group

• Facilitate the working group’s collective agenda, support member participation and maintain agreed priorities and coordination arrangements;

• Coordinate follow-up on national and international asset recovery priorities, bringing together relevant organisations and specialist expertise;

• Support discussion and development of proposals on the use of recovered assets for reparations, including transparent governance and survivor participation in reparations mechanisms.

Partnerships learning and accountability

• Coordinate with the Survivor Recovery portfolio on referrals, partner engagement and shared learning, so institutional and regional work inform each other;

• Work with the MEL Coordinator to review results, document lessons and improve programme approaches. Contribute accurate analysis to reports and approved communications;

• Represent the portfolio as delegated, maintain constructive institutional relationships and uphold safeguarding, informed consent and responsible use of sensitive information.

Consultancy requirements

Education and experience

• University degree in law, social sciences, international development, public policy or a related field, or equivalent relevant professional experience;

• At least five years of relevant experience in programme coordination or management, including work on reparations, transitional justice, human rights or survivor participation;

• Experience supervising staff or consultants and managing cooperation with public institutions, civil society and technical experts.

Technical and professional competencies

• Sound understanding of the Syrian context, reparations approaches and the role of survivor groups in policy and programme development;

• Ability to facilitate sensitive discussions, synthesise different perspectives and produce clear policy or programme documents;

• Strong programme planning, budget oversight, risk management and reporting skills. Familiarity with asset recovery for reparations is an asset.

Languages and working approach

• Strong written and spoken Arabic and English, with the ability to communicate effectively with diverse institutional and community audiences;

• Sound judgement, collaborative leadership and demonstrated commitment to confidentiality, safeguarding and inclusive survivor participation;

• Ability to work independently, manage competing priorities and travel regularly to programme locations in Syria.
